TITLE:         Chief Financial Officer (CF0)

 

LOCATION:  Central Office

 

JOB GOAL:

The Chief Financial Officer (CFO) develops and oversees the financial strategies and operations for Kansas City- Kansas Public Schools (KCKPS) and its related entities under the direction of the Superintendent. S/he is a key thought partner in the implementation of the strategic vision for the KCKPS. As an instrumental finance leader- s/he manages the finance department including payroll- bond and construction priorities- purchasing- risk management- grant/fundraising- and benefits programs. Additional responsibilities include overseeing the relationship with the schools financing partners- develop and manage the School’s financial model- annual budgeting and reporting process. As a Senior Cabinet Leadership position- s/he serves as a visible community leader- working with parents- teachers- leadership- and Board members on implementing the mission and vision of the School.

 

ESSENTIAL FUNCTIONS:

  • Direct and manage the financial operations of the school to achieve the strategic goals identified by board and leadership- including managing and developing the business office employees- and interacting directly with the administrative- faculty- and parent communities.
  • Facilitate and prepare reports and presentations for the Cabinet- Executive Committee- and Board meetings.
  • Oversee financial departments related to payroll- risk management- purchasing- benefit programs- bond and construction priorities- and grant/fundraising- including other assigned financial processes.
  • Administer and maintain the appropriate insurance for all KCKPS corporate entities.
  • Design and lead annual budgeting process- collaborating with leadership team- school leadership and operations staff- including the Board of Education.
  • Ensure financial records and procedures comply with all regulatory authorities. Respond to and work with agency and governmental auditors in the preparation of financial statements.
  • Recruit and retain staff by effectively supervising- training and developing their skills as appropriate for the financial department.
  • Serve as main point person for real estate and construction financials.
  • Supervise and develop the finance and accounting function- financial reporting and financial relationships for all KCKPS entities; including annual audits.
  • Develop the internal communication systems to effectively track- analyze- and report business/fundrasing expenditure information in an aligned method amongst departments.
  • Serve as the primary liaison for all financing partnerships- overseeing the development of all reporting- and ensure KCKPS is in compliance with the appropriate government entity/issuer or lender.
  • Manage federal- state- and local including grant accounting and reporting.
  • Perform additional responsibilities as needed.

QUALIFICATIONS:

  • Bachelor`s in Accounting- Business- Finance or related field required. MBA or CPA preferred.
  • 10+ years of experience in a CFO or Director of Finance role.
  • Prior experience in (urban education)- corporation/school with complex structure (501c3 and/or hybrid preferred).
  • Knowledge of GAAP accounting principles and BusinessPLUS- or similar systems is preferred.
  • Strong background in finance- budgeting- and cash management.
  • Experience and oversight with diverse financing tools including loans- municipal bonds- contributed income- government programs or private debt financing preferred.
  • Experience with start-up and/or growth organizations preferred.
  • Ability to communicate with all constituencies – Board of Education- certified/classified staff- and families.
  • Solid technology skills including Word- Outlook- Excel and database management software.

 

COMMUNICATION / ORGANIZATION: Maintains communication with school personnel- parents/guardians- internal and external customers to enhance cooperative action which will support the educational needs of students.

 

REASONING ABILITY:  Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. 

 

LANGUAGE SKILLS:  Ability to read and analyze and interpret general professional journals- technical procedures- or governmental regulations.  Ability to write reports- correspondence- and protocols.  Ability to effectively present information and respond to questions from groups of administrators- staff- parents- students- and the general public.

Specific vision abilities required by this job include close vision- distance vision- and depth perception.
