PURPOSE:   

           Provide instructional leadership and program coordination among the

Early Childhood Special Education programs for the district.

            The employee performing the duties of this position is frequently required to walk, sit, talk, hear, bend, stoop, and reach.  The employee may be occasionally required to manually lift, move, or carry up to 50 pounds.  The employee is required to interact with staff and meet the demands of several different people.  The employee is responsible for the work output of others.  The employee occasionally works extended hours.  Vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.

PERFORMANCE RESPONSIBILITIES

ADMINISTRATIVE:

1.     Coordinates Early Childhood Special Education (ECSE) Programs:

·       Assign IEP case managers (initial and move-ins).

·       Determine placement of new special education students by interpreting transcript/records.

·       Work with School Psychologist and Coach in obtaining records on new students.

·       Determining placement of both special education students and peer models and maintaining appropriate ratio of students in classrooms.

·       Work with general and special education teachers to support IEP students.

·       Work with case managers to determine areas of needed support. 

·       Facilitate meetings and professional development with paraprofessionals.

·       Facilitate ongoing meetings with Special Education Certified Staff

·       Manage and supervise Extended School Year services for ECSE

2.     Develop, communicate, implement, monitor and evaluate a vision/mission for the Early Childhood Special Education department at USD 475.

3.     Understanding community needs and resources to provide successful transiton opportunities to Kindergarten

4.     Demonstrate continued professional growth.

5.     Recognize and reward staff regularly.

6.     Model effective use of technology; and work with staff to identify the benefits of technology and/or assistive technology.

7.     Maintain current knowledge of state and district curriculum standards.

8.     Formally and informally evaluate certified and non-certified staff members.

9.     Support student behavior intervention practices

10.  Serve as LEA representative in conjunction with other LEA representatives

11.  Assists in the recruitments, and screening, hiring and training of new staff members.

12.  Participates in district and building level meetings where so requested, and such other meetings as are required or appropriate.

13.  Facilitates communication regarding transportation requirements for students with special needs.

14.  Maintain and update Special Education handbooks for staff, students and parents.

15.  Perform other duties as assigned by the Executive Director of Special Education.

SUPERVISION:

1.     Develops, implements, directs, evaluates and revises specialized curriculum used in USD #475.

2.     Advise parents, regular and special education teachers in proper programming of students.

3.     Assist in developing a continuum of programs and services & works with staff to coordinate appropriate placement and services of students.

4.     Assist teachers in short and long-range planning and scheduling.

5.     Orient staff to the policies, procedures and philosophy of USD #475.

6.     Monitors and assists teachers and other program personnel in the adaptation and evaluation of instructional materials and curriculums.

7.     Collaborate and coordinate the transition of Infant Toddler to Early Childhood and Early Childhood to Kindergarten

8.     Maintains master SPED list

9.     Collaborates on the planning and implementation of Child Find screenings

10.  Participate in School Improvement Initiatives.

INSERVICE

1.     Plan and implement professional development aligned with district goals and staff proficiencies/needs.

2.     Researches, plans and coordinates inservice training programs for administrators, parents, general education teachers, special education teachers, and para-educators in understanding special education students

COMMUNICATION

  1. Implement district and state policies, laws, and regulations.
  2. Communicates with supervisor regarding students progress, teacher and other personnel effectiveness and program development.
  3. Develop and maintain 2 way communication with students, staff, parents and community.
  4. Develop a strong communication system and partnership with Infant Toddler Services.

Term of Employment:            12 Months

Salary Range:                         Commensurate with qualifications and experience

Evaluation Frequency:           Job performance will be evaluated annually.
