Title:                                      School Security Liaison Officer

 

Qualifications:                      *High School Diploma required.  Associates degree preferred.

                                               *Experience preferred in the following areas: law enforcement, security, or military background.

                                               * Knowledge of the National Incident Management System required.  Possession of ICS 100, 200, 300, 400, 700, and 800 certification preferred.

                                               *Records management experience.

                                               *Knowledge of Microsoft Office programs

                                               *Must have demonstrated ability to function without direct supervision.

                                               *Must have demonstrated ability to communicate with faculty, staff, administrators, public and students under stressful situations.

                                                *Maintain current knowledge of district policies, procedures, security references, safety references, and other references necessary to provide a safe and secure environment in the school district.

                                                * Must be able to gain (and maintain) access to Fort Riley through the visitor screening process.

                                                *Ability to work in both closed-in and high areas.

                                                *Involves occasional running, chasing, and detaining individuals

                                                *Valid Driver’s License with no driving restrictions.

                                                *Obtain/Maintain other certifications as required by the district.

BASIC FUNCTION/PURPOSE:

            Under the direction of the Director of Safety & Security, the School Security Liaison Officer will assist in the execution of the Safety & Security programs and responsibilities assigned to the department. The Safety & Security Liaison will be a “hands-on” representative for execution of the risk-management programs for the district, with primary responsibility for the Fort Riley military installation.  The School Security Liaison Officer will normally be based out of Fort Riley Middle School, but will address safety and security concerns at all the district’s schools on the installation. The School Security Liaison Officer will function as administrative security support for the installation schools and will collaborate with building leadership in the execution of that role.  This position will function as a primary link between the buildings and authorities associated with Fort Riley and will work collaboratively with those entities on situations  that arise.  The School Security Liaison Officer will also inspect for the district on Fort Riley and will perform corrections when authorized commensurate with his/her level of training and expertise.  The School Security Liaison Officer will also assist in the ongoing development of emergency response plans and will assist during district-related emergency events.

            The employee performing the duties of this position is frequently required to walk, sit, talk, hear, bend, stoop, and reach.  The employee may be occasionally required to manually lift, move, or carry up to 50 pounds.  The employee is required to interact with staff and meet the demands of several different people.  The employee occasionally works extended hours.  Vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.

PERFORMANCE RESPONSIBILITIES:

1.     Provides a security presence in the buildings on the Fort Riley military installation on a daily basis.  Responds to concerns of building administrators and works collaboratively as part of the administrative team to enhance staff and student safety.  Maintains visibility in the buildings and provides administrative support to the school in regard to security.

2.     Serves as a liaison between the building administration and authorities on Fort Riley.  Works collaboratively with Fort Riley officials on situations that arise in the schools.  Attends meetings and functions to cultivate and maintain these relationships.

3.     Serves as the team leader for the district’s Family Reunification response team for incidents that occur on Fort Riley.

4.     Conducts periodic building safety and security inspections.  Completes work orders and follow up inspections after conferring with the Director of Safety & Security.

5.     Conducts periodic accident investigations on assigned cases.  Submits reports and follow-up activities to correct deficiencies when applicable.

6.     Conducts periodic playground safety inspections.  Submits reports and follow-up activities to correct deficiencies when applicable.

7.     Monitors operational issues with building fire alarm systems.  Performs initial triage function to assign appropriate internal or external technicians.  Completes corrections commensurate with level of technical expertise. 

8.     Monitors operational issues with building fire sprinkler systems.  Performs initial triage function to assign appropriate internal or external technicians.

9.     Monitors and maintains operational issues with other Safety and Security related systems in the district including (but not limited to): emergency lighting, fire extinguishers, portable generators, access management systems, boilers, AEDs, storm shelters, elevators, man-lifts, surveillance cameras.  Completes corrections commensurate with level of technical expertise.

10.  Conducts occasional training sessions on safety & security related topics when assigned.

11.  Assists with district sponsored drills (Fire, Severe Weather, ALICE, Secure in Place) during School Safety Weeks and at other times when assigned.  Completes ALICE program instructor training within one year of hire date.  Assists with major exercise planning and execution.

12.  Assists with the execution of safety and security related e-learning programs assigned to district staff.

13.  Assists in the process of scheduling, notification, and communication related to the School Safety Week program.

14.  Chaperones outside vendors/organizational representatives during safety & security related visits when assigned. 

15.  Manages the ongoing maintenance/performance of the district’s portable radio system. 

16.  Attends and participates in safety and security related meetings when assigned. Serves as a permanent member of the district Safety Committee.

17.  Provides extra security at buildings when assigned.

18.  Performs assigned duties during district emergency events in accordance with the district emergency operations plan.

19.  Participates in special projects and performs other duties when assigned.

Term of Employment:            12 Months

Salary Range:                         Commensurate with qualifications and experience

Evaluation Frequency:           Job performance will be evaluated a minimum of one time per year.
